Question : Is there a safe cream or ointment one could apply to the anal area, which is red and sore, probably from over using the pre moistened wipes?

The redness and soreness is because the area is inflamed/irritated.

The use of a topical anti inflammatory agent along with a mild steroid cream for a few days, would help.
Anti inflammatory creams - voltaren gel for example

Mild steroid creams such as hydrocortisone. Both of these are over the counter medications

These can be applied twice daily for 3 to 5 days. Up to 7 days , if needed

I happen to have Voltaren Gel, Diclofenac Sodium 1%. I needed a prescription for it. Is that still ok to use?
