Question : I am having excruciating leg pain since starting Lamotrigine 25mg? Is this normal or should I go to ER

This is a recognized side effect of this drug. However, if the symptoms are too severe and cannot be tolerated, I will suggest that you talk to your doctor for him to evaluate the treatment and maybe make changes accordingly. Pain medications such as Tylenol would be able to help relief symptoms but persistence would warrant a doctor's visit.
