Question : i have a place between my neck and shoulder along the collar bone that has a swollen place. almost like I might describe a hernia protrusion

In this area the most probable reason of such swelling is due to enlarged lymph nodes. The reason of such enlargement can be infection or lymphoma. To evaluate further, I'd suggest you to consult your doctor and have an ultrasound done of this area.
