Brief Answer:
It could be due to disrupted lymphatic drainage of the affected area

Detailed Answer:
Thanks for asking on HealthcareMagic.

I have gone carefully through the question but unfortunately the details are not enough to make a diagnosis. It is possible that during the surgery for inguinal hernia the flow to certain lymphatic vessels and glands got disrupted resulting in accumulation of fluid in the region and hence the swelling. Clinical examination is required to evaluate the exact situation, something that is beyond the scope of this discussion. I would request you to visit a doctor and get yourself evaluated. You can upload the doctor's note and the relevant investigation details using the facility on the upper right of this page and I would be happy to help further.
