Simply the result of my bulging, herniated neck disks?
WARNING of another impending stroke?
Is it harmless, even if terrifying?
(I DID have a stroke two years ago. Before then this NEVER bothered me.)

Hello,
I have gone through your question and understand your concerns.
Symptoms described by you doesn't seem to be stroke or TIA like.
Stroke is usually confined to one half of body, occurs at random time and mostly present with motor weakness.
At this age, tingling or electric like sensation most likely occurs secondary to cervical or lumbosacral radiculopathy due to degenerative disc disease.
Are you having any neck pain, Back pain urinary complains?
In some cases of stroke, sensory phenomenon of pain and tingling occurs if it involves thalamus or sensory cortex of brain. If all recent CT scan are normal then nothing to worry.
Continue all medication as being taken.
Neck and back physiotherapy can be done.
Pain modulator like pregabalin or amitryptiline may be used.
Visit a neurologist for detailed examination of spine disease.
