having phlegm daily for at least 3 months in a row each year for two years is the definition of chronic bronchitis which is one of the clinical presentations of COPD (chronic obstructive pulmonary disease). I mention chronic first (instead of acute) because you haven't mentioned any other symptoms like fever etc.
COPD may also cause shortness of breath particularly during physical activity. Smokers are more prone to COPD than non-smokers.
