Brief Answer:
You have plenty of sebaceous glands and their secretion is what you mention

Detailed Answer:
Thanks for asking on HealthcareMagic.

It seems that you have oily skin. The oily substance that lubricates our skin comes from sebaceous glands. The milky or cheesy secretions that you mention are actually the secretions of the sebaceous glands which are more prevalent on the nose. Since you cannot change your skin type, you cannot get rid of it. However, washing your face frequently with plain water will reduce the collection of the secretions and would make your face seem less oily. You may use whitehead/blackhead removal adhesive tapes and they could give you some relief.

Brief Answer:
Sebum is not sweat. Each is secreted from a different type of gland

Detailed Answer:
Sweat is different from the sebaceous secretions. Rest assured that what you mentioned is actually the secretion of your sebaceous glands.
