Brief Answer:
Genital rubbing has negligible risk for HIV.Negative result is reliable

Detailed Answer:
Hi,
Welcome once again to HCM.

Genital rubbing carries a negligible risk for HIV.

Regards to your test report, you had undergone Antibody detection test at 54 days. Window period for HIV is around 6-8 weeks normally. So your report after 8 weeks after the contact is very much reliable. In some individuals the window period may get delayed up to 3 months. So we consider the test after 12 weeks is more conclusive.
Regarding the value 0.06 of your test result has nothing specific, We need to bother only about the result is reactive or non reactive. That is all. Your test value is well below the 'cut off' value. So it is non reactive. Nothing to worry.

Brief Answer:
Repeat the test after 12 weeks, not by 12 months

Detailed Answer:
Hi,
Welcome back
You are unlikely to become HIV positive at any time due to this act.
You need not wait to have the test till 12 months, but to wait until 12 weeks only.
When you decided to have another test after 12 weeks, then it is better to resume your sexual activities with your wife after 12 weeks.

Brief Answer:
Symptoms were not specific to HIV

Detailed Answer:
Hi,
Welcome back.
There is no such incidence exactly available to say how many cases became sero-positive between 8 weeks- 12 weeks. It would never be more than 2-5 % in my experience of HIV field for the past 25 years.
Your symptoms were not specific to HIV unlike that of certain AIDS indicating diseases like PCP, Cryptococcosis, Cryptosporiodium infection, CMV Retinitis etc.
Without a positive blood test we can not fix the diagnosis of HIV.
