Any Alternative Milk Supplement For Infants To Gain Weight?

Hi I am a mother of baby girl who has problem with weight gain. My baby is 3 month old and refuses taking formula ( I don t have breast milk). She cries out of control on feeding milk. She gets hungry and sucks finger or clothes but refuses milk even if she is very hungry. I wanted any tonic or medication that I can give to help her weight gain. We live in Ontario Canada. Plz I need help.
