Hi,
Welcome to HCM.

Antigen detecting tests like P24 Antigen test and HIV DNA PCR can detect the presence of HIV infection as early as a week on wards. But a negative test would not be so conclusive and it becomes more conclusive by 4 weeks only. But that too, they will be able to detect HIV 1 infection only which is the commonest type of HIV infection and not able to detect HIV 2. Both can be ruled out conclusively only by antibody based tests after 12 weeks.
But during the blood donation also he would not be able to get identified as a HIV positive , in the presence of the infection as he was in window period. At this time there is every chance for the receiver to get the HIV infection by receiving a blood transfusion, if your friend already got infected.
