Can HIV Be Transmitted By Touching Tongues For 15 Seconds?

Can HIV transmitted through a kiss by ONLY touching tongues for 15 seconds.
then rubbing penis against vagina with both underwear ON (in other words can HIV transmitted through underwear if masturbation occurred from both sides inside own underwear, soaked fluids through underwear), no penetration and no skin to skin touching between penis and vagina at all (touching through underwear only), so can HIV transmitted through contact of tongues only or through underwear soaked the vaginal fluid?

Welcome to HCM.

Chances of getting HIV through masturbation and rubbing genitals with inner wears in position is almost nil.
Touching tongue to tongue for few seconds carries a very low risk for HIV if any one of the partner has infection and it depends upon their mouth condition, whether there is stomaitis, gingivitis or bleeding gums etc.
But definitely it is not high risk activity as far as HIV transmission is concerned.
