Can I Remove The Broken Bone Cast My Self?

my cast has been on for 4 weeks. i broke a bone at the base of my thumb (don't know what its called!). It was recommended to have the cast on for 4 weeks and i have done so. I was unable to attend the appointment to get it off due to my visit to the olympics. Is it safe to cut it off myself?

Then you can remove cast.
So I will advise to consult doctor and then remove cast.
