Can Orthotics Cause Ligament Damage Causing Bruise And Swelling Of Foot?

intense pain in 3rd 4th and 5th toes, bruising and red swelling on top that appears to be moving up my foot, rolled sock feeling on bottom with extreme tenderness, no injuries, just got new orthotics for morton s neuroma x 2 weeks, could the orthotics have caused ligament or metatarsal damage to create this condition. I am a type 2 Diabetic but extremely active, 15 bmi. with good vitals.
