Can A Sunken Vein Cause Arm Tingling And Numbness?

I have a sunken vein in my left arm, along the interior(ulna) side of the bicep. It is not stiff, there is no discolouration. What I have is pain with the extention of the arm. If my arm is extended for a short period of time, tingling(followed by numbness) occurs in the fingers. When keeping my hand evelated and bent 90 degreses or more the pain subsides. What could cause this? I have an assumption that it's associated with subcutaneous fat in the area but I also can't find more information suited to my symptoms. I'm 24, 5'10", 205lbs, I'm active 3-4 times a week and only invasive survery was appendectomy 12 years ago.

I understood your health concerns.
My Impression-
Based on facts of your query,You seems to suffer from-
Neurogenic TOS-(Thorasic Outlet Syndrome) on left side.
With Extension of left arm,your left neurovascular bundle in thorasic outlet gets trapped mostly due to-
Scalenus Anticus / Costo-Clavicular / or Pectoralist Minor / and transverse process -or / extra cervical rib over which these bundles run over down in to left arm.
In your case as the basilic Vein on medial side of Biceps is sunken,as its well drained in to Cephalic and left Subclavian Veins, there is not Venous problem in your case.
The tingling / numbness in fingers in extended position indicates entrapment of nerve from overstretching of neurovascular bundle in left side.
This pain reduces when you keep your hand at 90 Degrees, the pain subsides as the stretch or entrapment from stretching of nerves on left side gets reduced / resolved.
The positional change in the Neck posture, may be responsible to this paraesthesias in left arm fingers.
So the Sunken Vein is not causing the tingling / numbness, but its the abnormal stretching or abnormal anatomy from 4 variables on left side Thorasic Outlet.
CT Study of Neck and / or X-ray Neck PA/ lateral view would resolve the abnormal TOS anatomy in your case, that is causing Neurogenic TOS.
