Child Complaining Of Burning In Vagina. Feces Not Wiped Properly. Could She Have An Infection?

My granddaughter is 4 years old. She likes to go to the bathroom by herself but does not always wipe well. Tonight she started complaining about itching and hurting in her vaginal area. When her mom looked, she noticed that there were feces all over from when she went to the bathroom earlier. Could she have some sort of infection ? Does she need to see a doctor or is there an over the counter way to treat her symptoms?
