Child Has Red Rash, Raised Bumps. Put Hydrocortisone. What Should I Do?

My 13 month old daughter has a red blotchy rash that has raised welt like bumps on it. The rash started on her tummy and knee and started disappearing after 30 minutes. I put hydrocortisone on the rash and hoped it would be gone by morning but it has popped up in other areas. What should i do? Does she need to be seen by a doctor?

This is looking like some allergic condition like Urticaria. Antihistamines and calamine containing lotions will be useful. Consult your pediatritian for examination of the rash and for appropriate medication
