Child Have Circular Ring On The Arm?

My one year old son has a circular ring on his upper arm. Started antibiotics Tuesday for an ear infection. Looks like a spider or mosquito bite. There is a distinct raised dime size circle on the middle then another lighter red ring around that. What could this be?
