Clear Fluid Filled Blisters On Legs, Wrists, Spreading, Itching. Using Cortisone Ointment. Folliculitis?

I have clear fluid filled blisters (1-2mm diameter) on my lower legs and wrists. They pop easily and itch like crazy. I ve had them for 1 week and they have spread up my legs and arms. Cortisone ointment gives temporary relief for the itch. Thought it might be folliculitis from a hot tub. No new foods, detergents, etc.
