greetings friend, degenerative disc disease in the neck and lower back often comes with normal aging and should not involve difficulty with breathing or chest tightness, if you feel like you're going to collapse upon standing, this could suggest a cardiac or respiratory or blood pressure issue that he should go to a regular doctor rather than to the emergency room. My concern is that something is going on besides the degenerative disc disease that needs to be addressed. have a great day.
