Diagnosed With Incisional Hernia. Radical Prostate Surgery Done. Where Can We Secure Mesh?

After radical prostrate surgery last Sept. and a recent Incisional hernia diagnosed and surgery pending; just submitted self for ct scan and Dr. office left message a pap is needed before surgery. Hernia is so low that Dr. said difficult to find place to secure mesh at lower pelvic;(pubic area). Why would a pap be necessary?
