Hi friend,
Welcome to Health Care Magic

Dilated aorta is likely to be responsible for the neck pulsations....
There could be pressure on the adjoining nerve leading to numbness...
You will need physical examination, ECHO and/or Doppler studies for further assessment and assistance..
You have not stated your personal habits, family history, or co-morbidities, even age or gender!
The treating doctor alone will be better placed to judge based on his assessment of the situation.

Take care
Wishing speedy recovery
God bless
Good luck
