Does Rosuvastatin Help Cure Depression And COPD?

My husband is taking rosuvastatin (had been taking Crestor). When prescription D plan changed in 2017, pharmacy switched to the generic. I am seeing things, that as a former nurse concern me. Depression, irritability, early stages of COPD (breathing is very heavy.) Falls asleep very early for him. Used to stay up til 10-11pm. Now sometimes sleeping by 8:30pm. I feel he needs to see his PCP. He refuses! Am I wrong in my concerns? I go through this whole process and then I find out out there is a fee!! This should be made known before questions are asked...NOT AFTER!! Thanks, but no thanks!
