Does Blood In Urine Indicate UTI?

3 months ago I had painless urination with blood and fever. I had urinalysis, ultrasound (normal kidneys and cystitis) and was diagnosed with UTI and took antibiotics. My urinalysis results became normal. And just now, i had a fever, sore throat and my blood in my urine again. And it is still painless. Is this uti still?
