Does Phimosis Affect Sperm Count?

I think my husband has phimosis. His Foreskin doesn t seem to be tight until it is pulled back behind the head of the penis then it becomes so tight he can hardly get it back over. Also, it makes it hard to keep an erection and to ejaculate. Is there anything to do besides stretching and circumcision? Does this effect his sperm count or our chances of getting pregnant when he does finish the deed?
