Does Rise In Temperature And Neck Pain Indicate Meningitis?

Hi Doctor, My neice aged 6 is in Mumbai, India. She has the following symptoms over last three days. Temperature shooting up to 103and 104 and on giving paracetamol coming down to 98. She has pain in neck, as in all other fevers she does not like sunlight. No rash all over. We are scared for meningitis, though on initial diagnosis doctors have said it is viral flu. If u can answer please.
