Does Taking L-Arginine Cause Mental Health Issues?

My husband recently had carpal tunnel surgery 4/30 and local anesthesia. Approx 1 1/2 weeks later he is not himself mentally. Some confusion, concentration ability, memory, loss of appetite, depression to name a few. Could the anesthesia have some effect on that. He has done a 180 in personality. Is there a blood test that can be taken, etc. He is scheduled drs appointment tomorrow. Surgery went fine, though Also, are there side effects to L-arginine. My husband is 63, has had previous heart attack years ago. Thank you

Neither L arginine neither the anesthesia loss to be responsible for his change on brain disorders and behavior changes. In context of heart failure I would like to rule out stroke. He should be urgently assessed by a neurologist.
