Fluid Leakage From Legs, Swelling From Knees To Toes, No Improvements With Diuretic. Suggestion?

My aunt is 104 and in excellent condition apart from clear liquid leaking from her legs, from knee to toes and swelling . Her doctor has given her a diuretic but this has now gone on for 2 years and is not clearing up. My aunt s independent, lives on her own and has minimal help ...a cleaning lady twice a week for an hour or two.
