Has Paralyzed Right Diaphram After Operation On Neck. Struggling To Breathe. Solution?

My partner was diagnosed with a Parylised Right Diaphragm after an operation on his neck where he had six screws put in his neck because his bones were rubbing together and he had limited movement of his neck which has since gotten worse. Is their any operation to give him relief as he only has 60% breathing and is struggling to breath & walk. My name is Irene and my partner with the injury is Leslie.
