How Can A Stroke Causing Arm And Leg Disability Be Best Treated?

My brother is 70 years old. He had a stroke 6 months ago and lives in NJ. He has been released from the rehab center, yet he us still unable to use his right arm and leg. He is an insulin dependent diabetic and also had developed a large wound on his right leg. We want to bringbhim here to Alabama to better care for him and plan on having him travel by train next week and would like for him to see a doctor for an evaluation for a possible referral to Lakeshore Medical Facility in Birmingham. What would you suggest that should be done first?

I really appreciate your concern, looking to the history given here I could say that first thing need to be done in this case is physiotherapy and second moral support this two would be enough for good result, take care and have a nice day.
