How To Deal With A Prolonged Constipation Problems In A Child?

My 7 year old daughter has had problems with constipation for years. We're finally getting a handle on it with mineral oil & colase. Recently she has begun eating paper, tissues and paper towels. She says her teeth are not bothering her. Could there be a link?
