my brother has the following symptoms: cognitive difficulties-- short term memory isn t good, speech is slow and he has trouble finding words, seems to have spatial problems, can t find the arm of a sleeve or the keyhole. Also has sudden jerky movements of arms, some pins and needles in hands and feet. Vision problems. He s a voracious reader normally and can t read books anymore.

Your brother symptoms are really complex and could be related to different possible disorders: Dementia, a stroke or any other neurodegenerative disorders.
I would like to know if his symptoms have began gradually or in an acute way?
Coming to this point, I would recommend consulting with a neurologist for a physical exam, some cognitive tests and a brain MRI. Further blood lab tests (complete blood count, vitamin E and vitamin B12 plasma levels, blood electrolytes, thyroid hormone levels, etc..) may be needed.
