How To Treat Fever With Lip Blister In A 16 Months Old Child?

Hello, I have a 16 month old. I noticed a little blister on his lip last night, along with a slight fever. I've also noticed he refuses to eat solids. I tried brushing his teeth this morning and seen that his gums are swollen and was bleeding. What could this be and how can I help it?
