Pathologist and Microbiologist 's  Response
Hello and welcome to HCM,
Rectal bleeding indicates a local condition or some pathology up in the large intestine.
Passage of bright red blood suggests a local condition.
A lesion high in the large intestine can be due to growth or some other lesion.
A local examination of the anal skin and anal canal is requires.
Itchiness further supports presence of local lesion.
If no lesion is evident on the local site, you need to undergo lower gastrointestinal tract endoscopy- sigmoidoscopy or colonoscopy.
Management of the lesion can be done only when the diagnosis is made.
You need to consult your gastroenterologist for further work up.

Thanks and take care
