How To Treat Red Spots Around Pubic Area In A 2 Years Old Child?

Hi, my 2 year old son has small red spots around his pubic area. He has had them for a few weeks and diaper creams don't seem to help. We were giving him a bath tonight and noticed them on the penis too. We are curious what it could be and what else we can try.
