How To Treat The Habit Of Stealing In A Child?

my 9 year old brother steals all the time from anyone and everyone, he also still goes number 2 on his self sometimes, i need help for him i dont know what to do please help me tell me what i should do, we cannot afford therapy, unless theres a free therapy in my area
can you help me please i dont want him to end up on the wrong path in life and it will only get worse from here on out, if he doesnt get help

As the child grows this habit disappears gradually.
