Is A Painful Bruise On The Shin A Matter Of Concern?

My daughter (10) has had a two-three inch diameter bruise on her shin for about a week, it s not getting much better - going purple as expected but still very sore. It has a slightly bigger than one inch diameter white patch in the middle which she says is extremely sore. Should I be concerned?
