Is A Surgery Needed For Radius Head Fracture In The Elbow?

Hi sir,
My left hand elbow radius head fractured in a road accident.Dr.was banding my hand with POP.after 20 days removed the pop.now dr.said go for surgery,but another dr.said no it was healing with little phisiotherapy.Now what can I do,pls.tell me sir.
