Is Antibiotics Or Ointment Recommended For Painful Boil On Toe?

Hi,
My father 60 yrs old, Diabetes for 29 years, had a painful boil(?) on small toe last night. I heard only over phone, did not see it. He checked his fasting blood sugar I think its within 10 mmol/L. What would you suggest? Should he start antibiotic orally or ointment?
