Is Constipation Linked With Dairy Intolerance?

My 13 month old granddaughter has a terrible time pooping. She strains hard and cries every time she poops. She was on ProSobee formula but is transitioning to milk.
Is constipation a sign of milk allergy in a 13 month old baby? What are other signs?
Thank You.
