Is Dry Mouth,excessive Thirst And Urination Sign Of Diabetes?

My ten year old son has constant dry mouth, always thirsty, always urinating and very thin. The three signs are so bad that they really effect his daily life. I took him to the doctor last year and we did a blood test for diabetes which came back negative. A year later, the signs are still here, but worse. Could he have diabetes but the onset was just slow? Could he possibly have diabetes and it just did not show up last year?
