Is Hernia Surgery Safe?

I have been told i have hernias from my esophgas in my neck. They are getting much worse. When I have a spasm in my neck, or they swell, I can t breathe. Now I have been told I need surgery on my neck for C3-c5, going through the front. Would this be safe, in my condition?
