Is It Possible For A Plastic Surgeon To Give A Human A Tail With Bones?

Is it possible for a plastic surgeon to give a human a tail or wings that actually have nerves and bones to function and move?? Ive done a bit of research and I have not ever found much about the possibilities of it being able to actually function just like a dog or cats tail.

It is not possible, because for any movement there should be some area in brain to control that thing. Since human do not have tail since generation there such area does not exist ,so although implantation of a tissue is distantly possible but no movement will be there.
