Is It Safe To Rock Infants In A Rocker, Swing?

Morning, i would like to know is it save to rock an infant/infants in a rocker, swing, or even an bouncer at 2 months - 1 year?Especially in fast motion,i was told it isnt save because down sydrome ,so what is it , i witness this in the daycare establishment recently?
