Is It True That When The Sac In Uterus Goes Smaller, It Is An Indication For A Miscarriage?

Hello I have a question wen for a doctor visit pregnant and was having bleeding they did an vaginal ultrasound and they could see a sac 5mm hcg then went back a week after and had another vaginal ultrasound and the sac got a little bit smaller doctor said it was going to be a miscarrige is that true

the sac in the uterus is supposed to grow with each week. if there is no growth or it has grown smaller then its a sign of miscarriage.
