Is Surgery Required For Penile Stricture?

hi, My dad is having pain while passing Urine, And fells sever pain while passing Urine. Doctor has told that there is some sort of lump in his pennis, which is blocking the passage adn is creating the issue. For curing this Doctor has inserted small plastic Pipe as an alternat way to pass Urine by placing some tube near by stomach( I am not sure exactly location). And my Dad passes Urine through that Pipe. Now Doctor said he will scan and based on that They will tell whether surgery is required or not., please tell is there any risk involved if surgery is made ?
