Is There Something To Worry If My Kid Not Started Speaking At 1.6 Years?

Hi my son is 18 months old and hardly speaks any words except Papa, Bye. He understands everything that we say and carries out our instructions precisely, so we know there in no hearing or understanding issues involved. Family members have been suggested that he doesnt stick his tongue out completely and may have to go undergo some procedure for separation of tongue from the bottom part of the mouth. Pls advise.
