Itchy Skin On Penis Shaft, Red Blister. Had Oral Sex. Diagnosed As Herpes. Suggestions?

hi doctor,
i'm a male 25 years old, before 9 weeks ago my girl friend gave me oral sex, after one week i got a very itchy skin on the right of my penis shaft that last for about 20 minutes, then i noticed a red area with one red blister and other small ones, this area is with rough surface and white scale skin, which doesn't hurt when i touch or make anything it just present till this date ( 7 weeks), i visit a doctor and he said it is herpes but am not sure what he is talking about i never had any symptom of herpes and my gf is totally safe and we are going to get married.
