Pain In The Labia With Swelling And Dryness. Is Surgery Necessary?

Hi, I'm 19 years old and have a bit of discomfort with my labia. The inner left one is longer and hangs out a good bit. This wouldn't bother me so much only for the fact that it has started hurting recently. It is dry and gets rubbed by fabric causing it to swell. This is painful when walking or sitting down. Aside from surgery is there anything I can do to stop it being sore and uncomfortable?
