i am 22years old boy and from last 2 weeks i am having a problem on my genitals that it has some red itchy circle and inside the circle there is dry scattered skin, what might be the problem sir? plz can u help me

it is fungal infection. apply ring guard for almost 6 months. you should take care of the personal hygiene.
