Red Marks On Face, Bumps, Appearing And Disappearing. Any Ideas?

I get red marks on my face all of a sudden. They are mostly on my cheeks. Sometimes there are liltle bumps and sometimes its just redness and then after 25-30 mintues it disappears itself. I get them after i wash my face or even in normal situations like when m not outside in sun. So m not understanding what is it. Is it a kind od allergy or what and why they appear or disappear like this?? Its very embarrassing as it appears on my face and my color is fair so they are very much visible. Plz help me out.
